I'm pretty sure that Terence didn't write this proverb. It's attributed to him all over the web, and a line number in Phormio is even given for the appearance of the line, but it's not there. One thing he did write was "Aliis si licet, tibi non licet" ("If it's permitted to others, it's not permitted to you") which may have been the inspiration for this rhyming version.
