This entry is simply unbased and erroneous! I am knowledgeable in this issue; the writer probably refers to a “local committee”, which is called in Hebrew a “va’ad mikomi”. Such a committee is the smallest form of local gov. in Israel. Almost every recognized locality that isn’t a “local council” or a “city” has one. There are 947 such committees today in Israel; only about 70 [recognized localities] don’t have one, and that’s because they’re “institutional settlements” i.e. hospitals or schools that aren’t in any other recognized locality.
The only aspect that’s accurate about the entry is that the local committee in Hebron is unique; it was created as an administrative tool for the Israeli residents in the city. It’s the only such committee that does not have jurisdiction over territory, but only over people. Another unique characteristic of the Hebron committee is that it isn’t recognized by the Israeli Ministry of Interior, only by the Military Administration. Consequently, the ministry of the interior counts the Israeli residents of Hebron as being residents of Kiryat Arba, the adjacent Israeli locality. Shilonite 12:57, 5 January 2007 (UTC)
