Rion Steiner (リオン シュタイナー Rion Shutainā?) is the fictional protagonist of the Galerians series. Introduced as a 14-year-old amnesiac with psychic powers, Rion becomes the only line of defense against the megalomaniacal artificial intelligence Dorothy and her creations, the superhuman psychics known as Galerians. Rion destroys Dorothy and the Galerians at great personal cost, only to face them again 6 years later.

Rion is the son of Dr. Albert Steiner, a computer scientist who, with his colleague Dr. Pascalle, created a revolutionary artificial intelligence called Dorothy. Rion's life was peaceful until Dorothy destabilized and started to break free of her creators' control. Fearing for their lives and their families, Dr. Steiner and Dr. Pascalle developed the Virus Program, a failsafe meant to destroy Dorothy, and embedded it in the minds of Rion and Dr. Pascalle's daughter Lilia to hide it. However, Dorothy learned of the Virus Program and targeted the children, seeking to eliminate anything that could threaten her. Rion fell into the hands of Dorothy's followers, and Lilia went into hiding.
The plot of the game Galerians and the Galerians: Rion animation opens with Rion awakening in Michelangelo Memorial Hospital with no memory of his identity. He deduces that the hospital staff was conducting experiments on him which caused him to manifest psychic powers. Galvanized by telepathic pleas from Lilia, Rion attempts to escape the hospital and learn who he is.
Rion fights his way out of the hospital and returns to his home to find his parents have been murdered. He learns of Dorothy's mad ambition to replace humankind with Galerians, the existence of the Virus Program, and the importance of Lilia from records left by his father. Now determined to locate Lilia in order to destroy Dorothy and avenge his parents, Rion faces fierce opposition from the Galerians, who seek to kill Lilia and nullify the threat that the Virus Program represents to their 'mother' Dorothy.
After reuniting with Lilia, she accompanies Rion during his attack on Mushroom Tower, the heart of Dorothy's systems. In the Tower Rion encounters Cain, a clone Galerian who looks exactly like him. Cain reveals that neither of them are the 'real' Rion Steiner. The real Rion is dead. Instead, they both are Galerian clones based on his genetic structure. One clone was left in a blank slate state in hopes that he would assume Rion's identity and lead Dorothy to Lilia - and the plan was a perfect success. The only thing Dorothy failed to take into account was how thoroughly the Galerian 'Rion' had become Rion.
Besting Cain in a battle to the death, Rion and Lilia proceed to confront Dorothy. The A.I. addresses Rion as a mother, ordering him to kill Lilia, but he refuses. Though he strains to protect Lilia in the face of Dorothy's attacks, Rion gets her safely to a terminal where they can upload the virus, destroying Dorothy. The story concludes with Rion succumbing to a 'brain crash', dying along with Dorothy in the Mushroom Tower. As he dies he tells Lilia that he was glad to have met her.

A group of new Galerians known as the Last Galerians emerge after Dorothy's destruction, and with Rion dead, no one is capable of countering their attacks. Six years pass as humanity slowly loses ground to the Last Galerians and their leader Ash. Lilia Pascalle, now a scientist for the military, discovers a way to restore Rion at last after locating backup personality data for him in Dorothy's systems. Rion, finally reactivated, now knows he is the only one with the power to stop the Last Galerians.
Rion faces a desolate new world, where he stands at the last hope for a human offensive - an airport terminal near Ash's territory that has been converted into a military base. Surrounded by military personnel suspicious of his unnatural powers, he confronts the Last Galerians with little assistance.
