Roger Manno (b. April 26, 1966) is an American politician. He is a member of the Maryland House of Delegates, representing the 19th district which includes Montgomery County.

[edit] Early Life

Born in California, Roger Manno was the son of a public school teacher and high school principal, prior to law school Roger worked in public schools as a para-educator, working with academically, emotionally, and socially challenged special-needs students. At an early age, Roger's family was struck with several serious health challenges - all without health insurance - one of which took his father's life, while his Mom struggled to get treatment for his own serious health challenges; this lead to his fight for affordable healthcare for all.[1]

Roger went on to Hunter College where he graduated Magna Cum Laude a degree in Political Science / Black & Puerto Rican Studies, and was an active member of the Hunter Senate.[2] As a student Senator, Roger was particularly active and outspoken against administration cuts to higher education and onerous admission requirements. During college Roger was an intern in the White House (Clinton Administration), the New York State Supreme Court, and the New York State Senate. Roger earned his law degree from the Franklin Pierce Law Center, and was Chair of the Democratic Law Caucus. In addition, Roger earned a Masters in Intellectual Property Law. During law school, Roger served as a legal extern for Congressman Jerrold Nadler, the Ranking Member of the Judiciary Subcommittee on the Constitution, where Roger worked on the Judiciary Committee hearings on President Clinton’s presidential pardons. Roger also worked through law school as a law clerk for the New Hampshire Attorney General (Charitable Trusts Division).[3]

Roger is a member of Temple Emanuel in Kensington. He's married to his childhood sweetheart, Marjorie Anne Miller, a Senior Vice President at Lehman Brothers. Roger and Marjorie live in Silver Spring, Maryland.

Roger Manno is in his first term in the Maryland House of Delegates. He is a member of the Economic Matters Committee and serves on the Business Regulation Subcommittee, the Property & Casualty Insurance Subcommittee, and the Consumer Protection & Commercial Law Work Group. Roger also serves on Montgomery County's County Affairs Committee and is a member of the National Conference of State Legislators. A former Board Member on Committee for Montgomery, Roger serves as President of the B'nai B'rith Capital Region Council, Director on the AGWG Civic Association, and is the former Vice President of the Kemp Mill Civic Association.

Prior to being sworn into the House of Delegates, Roger served as an attorney and Legislative Director to Sanford Bishop, a member of the House Appropriations Committee, the Congressional Black Caucus, and a former member of the United States House Permanent Select Committee on Intelligence. Roger oversaw a legislative staff and advised Congressman Sanford Bishop on a range of issues. Additionally, as a senior staff member handling International Relations and Foreign Operations Appropriations, in 2005 Roger traveled to Israel with a congressional staff delegation to monitor Israel's recent "Disengagement" from the West Bank, as well as the Gaza Strip, an area between Egypt and Israel, now under the control of the Palestinian Authority.[4]

Prior to his position with Congressman Sanford Bishop, Roger served as Senior Counsel to Congresswoman Sheila Jackson-Lee, the Ranking Member of the Immigration Subcommittee, an active member of the Congressional Black Caucus. Immediately following the attacks on September 11, 2001, Roger served as a principal staff member on the United States House Committee on Homeland Security Task Force (Democratic Caucus), drafting Homeland Security amendments and alternatives to The Patriot Act. While his work dealt with a broad range of Homeland Security issues, his specific contributions were in the area of Domestic Law Enforcement.

In an interview with the Gazette after being elected, Roger said he supports further tuition freezes at Maryland's higher education institutions, and the expansion of need-based scholarships, increased health services, and infrastructure improvements statewide. As revenue raisers, he supports eliminating unnecessary and duplicative services, and aggressive efforts to eliminate waste, fraud, and abuse. He is a key figure in Maryland

In the Maryland House of Delegates, Roger has sponsored and cosponsored a great deal of legislation in the area of healthcare, the environment, election reform and public safety. He is the sponsor of the Medicare Part D "Donut Hole" Tax Assistance Act (HB 1073), legislation to offset the cost of prescription drugs for Seniors in Maryland. The bill has been strongly endorsed by AARP and United Seniors of Maryland.


He is also a sponsor of House Bill 44, called the Maryland Clean Cars Act of 2007. The bill requires the Department of the Environment and the Motor Vehicle Administration to adopt regulations by December 31, 2007, to establish a low emissions vehicle program applicable to vehicles of the model year 2011 and thereafter under specified circumstances; requiring the Administration and the Department to establish motor vehicle emissions standards and compliance requirements; etc.[5] In addition, he has cosponsored the Global Warming Solutions Act, legislation to reduce Greenhouse Gas emissions, and the Chesapeake and Atlantic Coastal Bays Green Fund, landmark legislation to fund Chesapeake Bay restoration. [6] Roger is also a sponsor of the Personal Information Protection Act known as House Bill 123. This bill protects consumers, requiring a business to destroy or arrange for the destruction of records that contain specified personal information in a specified manner. Also, requiring a business that compiles, maintains, or makes available specified personal information of an individual residing in the State to implement and maintain specified security procedures and practices.
