Sheila Bilyeu (born February 13, 1944) was a candidate for the United States Green Party's nomination for President in 2004 in the District of Columbia, losing to David Cobb by a 2-1 margin.
She ran for Senate as an independent in Oklahoma in 2006, winning 5.99 percent of the vote in a three-way race against Tom Coburn (R) and Brad Carson (D).
In 1986, Bilyeu was a candidate in the Democratic primary for Texas Governor against incumbent Mark White. She won 4 percent of the vote.
Bilyeu has filed numerous lawsuits against the federal government -- all dismissed by the courts -- in which she demanded the removal of a radio-like device that the military allegedly planted in her head in the 1970s. She has told reporters that the device mostly sends her messages that are highly critical of her. In one lawsuit, Bilyeu claimed that President Clinton had ordered her "gassed" and had stolen her dog.[1]
