In a small Texas town, a man who has mental problems named John Kirby ends up going insane and kills two people, including his wife. The police come and Sheriff Dan Stevens manages to deal with Kirby, but he breaks loose of his cuffs and hits the other officers and grabs the gun and John is shot. John is not dead but is very badly wounded, and is near death.
John is transported to an institute where John Kirby's doctor, Dr. Tom Holman, works, along with Doctors Spires and Paul, who are doctors and genetic engineers. In an attempt to save John Kirby, Dr. Spires suggests that they use the formula they created. However, Dr. Halman has objections cause of John Kirby's psychosis. Dr. Spires decides Halman is right. However, as soon as Dr. Holman leaves, Phil proceeds to use the formula, regardless of the consequences. The formula they create makes John Kirby nearly invunerable leading to the deaths of many more people.
