Universal Soldier: The Return (also known as Universal Soldier II), released in 1999, was the second theatrical film in the Universal Soldier series, following two made-for-TV movies, Universal Soldier III: Unfinished Business and Universal Soldier II: Brothers in Arms. The Return was directed by Mic Rodgers and starred Jean-Claude Van Damme, Michael Jai White, professional wrestler Bill Goldberg, Heidi Schanz and Xander Berkeley as Dr. Dylan Kotner. As of 2006 this was the last Van Damme film to have a wide-release in U.S. theatres. It also featured the song "Crush 'Em" by Megadeth.

The Universal Soldier program is shut down, but the computer system S.E.T.H. (Self-Evolving Thought Helix, played in "human" form by White) tries to prevent its own destruction. Luc (Van Damme) is pitted against S.E.T.H. and its army of super-soldiers.

Made on a budget of around $40 million, the film grossed a meager $10 million in the United States and around $4 million elsewhere (mostly in Asia). The poor reception of the film destroyed any chance of a third planned sequel.
Due to the film's commercial failure, Universal Soldier: The Return would result in Van Damme's final theatrical release.
