The site where I found the picture says: 'The press can freely use the photos, but please state photographer Erik Berg/Ministry of Culture and Church Affairs when using photos.'('Pressen kan bruke bildene fritt, men vennligst oppgi fotograf Erik Berg/Kultur- og kirkedepartementet ved bruk av bilder.') I don't know exactly which terms to use to express this; 'free use', 'public domain'?
Anyway, it's legit.
