{{CongBio}} allows linking to the Bioguide, using the subject as the parameter. For members who served only before 1991.
For example, Henry Clay's biography is at http://bioguide.congress.gov/scripts/biodisplay.pl?index=C000482,
so {{CongBio|C000482}} will return an external link to that biography:

{{CongBio2}} uses a single parameter to access both Bioguide information and Washington Post voting record. For members from 1991-present. This is preferred.
For example, Ted Kennedy's biography is at http://bioguide.congress.gov/scripts/biodisplay.pl?index=K000105,
and his voting record is at http://projects.washingtonpost.com/congress/members/K000105,
so {{CongBio2|K000105}} will return external links to those sources:
