[edit] Lynch v. Donnelly

Lynch v. Donnelly- 1984

Pawtucket, Rhode Island had had a 40 year long annual tradition of erecting a Christmas display in a park in the city’s shopping district. The display included a Santa Claus house, a Christmas tree, a banner reading "Seasons Greetings," and a crèche. Daniel Donnelly objected to the display and took action against the Mayor of Pawtucket claiming that the political divisiveness caused by the display violates the excessive-entanglement part of the Lemon test. This case raised the question whether the inclusion of a crèche in the city's Christmas display violate the Establishment Clause of the First Amendment? The Supreme Court reversed previous rulings in a vote of 5-4. They ruled that the display was not an effort to advocate a particular religious message and had "legitimate secular purposes." Justice Burger delivered the opinion of the Court, in which White, Powell, Rehnquist, and O’Connor joined. The Court held that the crèche did not violate the Establishment Clause based on the test created in Lemon v. Kurtzman. They ruled that the crèche is a passive representation of religion and that there was “insufficient evidence to establish that the inclusion of the crèche is a purposeful or surreptitious effort to express some kind of subtle governmental advocacy of a particular religious.” Also the Constitution “affirmatively mandates accommodation, not merely tolerance of all religions, and forbids hostility toward any. The Court ruled that the crèche has a legitimate secular purpose within a larger holiday display to celebrate the holiday season and the origins of Christmas which has long been a part of Western culture. The Federal “Government has long recognized—indeed it has subsidized—holidays with religious significance.” For example, the first congress that passed the first amendment enacted legislation providing for paid Chaplains in the House and Senate, and “It has long been the practice that federal employees are released from duties on [Thanksgiving and Christmas] while being paid. The court compared the crèche to the display of religious paintings in government funded museums. In addition, the crèche requires only minimal expenses for assembly and dismantling. The Court also stated, “no inquiry into potential political divisiveness is even called for” because the situation does not involve direct aid to church-sponsored organizations and because the crèche been displayed for 40 years with no problems. Justice O’Connor in a concurring opinion analyzed the case more closely using the Lemon test. There are three parts of the Lemon test. The first is excessive entanglement, “which may interfere with the independence of the institutions or give the institutions access to government or governmental powers.” The second is “government endorsement or disapproval of a religion, [which] sends a message to nonadherents that they are outsiders.” The third establishes whether the government’s purpose was to endorse a religion and whether the practice in fact seems to endorse a religion O’Connor agreed that Pawtucket had secular purposes in celebrating a public holiday with its traditional symbols, and the placement of the crèche in a general holiday display shows that the government is just celebrating a public holiday. O’Connor also stated that the court has “never used divisiveness as an independent ground for holding a government practice unconstitutional” Justices Brennan, Marshall, Blackmun, and Stevens dissented. The dissenting opinion described how the case did not in fact pass the Lemon test. The secular display surrounding their secular purpose of celebrating of a national holiday could have been done without a clearly secular symbol that supports only one religion to the exclusion of others giving one group public approval of their views. Even if other religious groups are allowed to included “‘competing efforts [by religious groups] to gain or maintain the support of government’ may ‘occasio[n] considerable civil strife’” The religious crèche is also placed in a central location within the display, which makes even less of the Court’s idea that Pawtucket was just including all of the traditional images. The dissenting opinion also mentions that it cannot be compared to a religious display in a museum because it is not solely being considered as a piece of art but as a religious symbol as well. The government recognition of Christmas previously has only been to recognize the secular parts of Christmas, such as spending time with family.

[edit] Crescent Ridge Dawn Redwoods Preserve

The Crescent Ridge Dawn Redwoods Preserve (CRDRP) was founded in 1995 with the sole purpose of reintroducing the dawn redwood to the Blue Ridge Mountains of North Carolina. Here, the dawn redwood or metasequoia (see also Metasequoia glyptostroboides) thrives in a habitat that is perhaps the most suitable in the world for the genus.

The project goal is 1,000 - 5,000 dawn redwood trees living in an entirely natural environment, with 300+ already established. Depending on age, these dawn redwoods range from seedlings to 45 feet in height.

CRDRP will allow those in the silvicultural field to study these rare, amazing, and beautiful deciduous conifers in a natural setting without having to travel to China. The preserve is also tentatively slated to open to the public in 2035, so visitors will be able to enjoy a forest of trees that has not existed in the region for approximately 35,000,000 years.

Currently, CRDRP is both the only Eastern redwood forest in America, and sole wild dawn redwood forest outside of China.

CRDRP is also currently preparing to open as a filming location for television, Big Screen, and print.

The preserve has a website at http://www.dawnredwood.org with many pages of information and photographs on not only the project, but Metasequoia and other redwoods, as well as the developing film page, which has information on filming in North Carolina and photographs of several locations throughout the preserve.

[edit] Right-financing

The concept of 'right-financing' was coined by English Political Economist Peter Middlebrook to highlight the importance of adopting the appropriate policy, institutional and financial support mechanisms to maximize sustainable returns on both public and private investments over time. The term goes beyond the public sector restructuring concept of right-sizing in that it looks to assess the policy mandate and size of an institutional entity, its functions and their discharge, as well as the staffing structure and establishment with regard meeting investment and development objectives. Whilst originally applied to the security sector, as a core theme of the OECD Implementation Framework for Security Sector Reform (IF-SSR) its application as a conceptual framework brings unites governance, public and private investment finance principles to work towards an optimal financing framework for a given investment.

Whilst originally used to refer to the fiscal vulnerabilities faced by fragile and post conflict states in establishing sustainable national security systems, the concept of right-financing is premised on the importance of adopting sound public finance management and public and private investment principles in support of overall economic effectiveness, efficiency and fiscal sustainability. Right-financing is therefore essentially about determining an acceptable supply of financing for government and private sector entities as they look to deliver higher-quality and more equitable services over time. Establishing the right policy, institutional, financing, debt and loan, revenue, fiscal, monetary and security decisions early on in the investment phase is therefore essential to establishing an effective economic growth policy, institutional and financial risk management framework.

The right-financing can be extended to guide public and private corporations in raising funds in capital markets (both equity and debt) and in strengthening strategic investment advice with regard to mergers, acquisitions and other types of financial transactions. To this end, the concept of right-financing " supports the determination of sustainable economic policies, strategies, financial institutions and market delivery capacities that balance governance and accountability, service quality and fiscal sustainability concerns with regard to both public and private investments". The right-financing approach takes into consideration the political economy of change and its implication for the investment climate; the processes of production, the acts of buying and selling, and their relationships to law, markets, customs and government.

[edit] Phibonacci Number

A Phibonacci number is a natural number for which the equality \varphi(n)=\varphi(n-1)+\varphi(n-2) holds, where \varphi denotes the Euler totient function. The terminology is inspired by the Fibonacci numbers which satisfy a formally equivalent relation. However there seems to be no further connection between these types of numbers.
There are infinitely many odd Phibonacci numbers and they have asymptotic density zero, but it is unknown if there exists any even. Another open question is wheter the sum of the reciprocals converges.

Sometimes the term Phibonacci number also refers to the values of the Euler totient function evaluated for Fibonacci numbers.
