To explain my edit fuly: The dragonfires aren't the only reason the "barriers" existed. They aren't so much barriers as a single seperation between Mundus (Or Nirn, whatever term is fully proper) and Oblivion. The seperation is formed by the existence of Towers and their Stones. Red Mountain and the Heart of Lorkhan is the First Tower, and the Nerevarine's removal of the Tower's Stone in the game Morrowind depowered it, weakening the barrier. The loss of Chim-el Adabel (Amulet of Kings) from the White-Gold Tower is the final weaknening allowing for Mehrune's Dagon's invasion. Further, another Tower is thought to have died; Green-Sap, supposedly Fallinesti, which has taken root either in death or a desperate attempt to hold up the seperation between Nirn and Oblivion. Walk-Brass, supposedly Numidium, was a Tower as well, and the loss of that and it's Stone the Mantella during the events of Daggerfall, is another loss of Tower's powers; TES2, Numidium, TES3, Red Mountain, TES4, White-Tower--a steady loss of Towers to supply the metaphysical seperation between Oblivion and Nirn. These facts are not widely known in-game beyond the Elder Council and Moth Priests and other high orders, and thus are not represented in-game during the plot; while the Dragonfires are the reason given, they are not the full reason. While the Dragonfires may have provided some degree of strength, past experience has shown that it is the removal of the Stone, also being in the possession of a powerful wizard (Mankar Camoran), that is the final straw allowing the invasion, not the Dragonfires alone.
Futher, the thing of the pact of Kings and Gods is Imperial Propaganda, and while important to note that it exists, I do not believe in an encyclopedia, the propaganda answer should be the one provided when the truth exists instead.
