Frustrated when his Wet Willy snorkel kit doesn't allow him to breathe underwater, Timmy wishes that he had all of Wet Willy's powers and becomes a merman named Timmy Turntrout. Timmy, Cosmo, and Wanda swim deep underwater and encounter the undersea kingdom of Atlantis, where Cosmo is known as "the accursed one" for having sunk Atlantis nine times. The Atlanteans capture the trio and sentence Cosmo to death, but Timmy convinces them that Cosmo sinking Atlantis was actually a good thing by taking their king to see the Wet Willy movie. Horrified that surface dwellers would spend nine dollars (ten on the weekends) to see such a terrible movie, he pardons Cosmo and praises all three as heroes. However, a gaint squid that Timmy had called for earlier destroys most of Atlantis, and Timmy, unfortunately, is declared the "new accursed one" by King Greg.

When Cosmo and Wanda have to go take care of Mama Cosma for nine hours, Timmy wishes for a joy buzzer that allows him to switch minds with anyone he shakes hands with. He then accidentally switches places with Crocker, who decides the switch is a perfect opportunity to expose Timmy's fairy godparents. After several additional body switches, Timmy manages to get back in his own body in the nick of time, while Crocker ends up being left a dog and is captured by the doctor, and the police chase Mr. Turner as Crocker.

- Timmy's voice is different.
- If you look closely while you are looking at Atlantis, you can barely see Koi's Я Us, which is a reference to Toys Я Us.
- Wet Willy was a Power Pal in the episode Power Pals.
- The king said that his diet consists of "crabs, starfish, and the occasional underwater squirrel." This is an allusion to Mr. Krabs, Patrick, and Sandy from SpongeBob SquarePants.
- The Atlanteans threaten to feed Cosmo to the legendary Kraken, who are depicted as serpentine creatures with four tentacle arms. In most art a Kraken resembles a giant squid or octopus.
- Cosmo is shown sinking atlantis in This Is Your Wish

- When Timmy's dad switches minds with Crocker, he claims to be "gorgeous!" Timmy's dad originally called Crocker gorgeous in Cosmo Con.
- The dog catcher who catches Crocker (who is in the body of Vicky's dog, Doidle) says that he has a lot of spirit and that "we'll have to fix that again." Doidle getting fixed was a major plot point in Dog's Day Afternoon.
- When Timmy switches bodies with his mother, he briefly remarks that she's "retaining water". This may mean that Timmy's mom is pregnant (or that she is overweight).
- This is the second time Timmy becomes a dog. The first was in Dog's Day Afternoon.
