Used in the Second Kashmir War article which uses the article as one of the inline citations. Thus it is used "to illustrate an article, or part of an article, which specifically describes the issue in question" The issue in question is described in the article and thus should be allowed fair use access.
This is a cover of a TIME magazine, and the copyright for it is held by Time Warner, and all trademarks, tradenames and service marks are owned by Time, Inc., and are not afiliated to Wikipedia, the use of a small number of low-resolution images of TIME magazine covers...
