The proposal as is is extremely restrictive and if applied consistently would see a very large number of articles being deleted. Put bluntly it would ruin most of Portal:Current_events and drive away countless contributors. I can't see what the motivation is for this besides a particular interpretation of what wikipedia is for which goes well beyond any existing policies.
This obsession with wikinews is irrelevant. The two formats are not the same and have different advantages and disadvantages. There is nothing to say that a topic covered on wikinews cannot be covered on wikipedia or vice versa. Wikipedia is not wikinews is NOT a policy and is stated nowhere in WP:NOT
I would like to propose a different, more permissive criteria:
Firstly, the criteria listed above.
Additionally, a criteria which deals with situations where an individual event links in with other events to form a theme. For instance, Terrorism in the United Kingdom
