Deakins and a terrorist group plan to steal two nuclear bombs. The nuclear weapons are loaded on an experimental stealth bomber, called the B-3 (which appears to be an evolved development of the B-2 bomber, but with a revised planform and engine inlets). During the test flight, Deakins attempts to kill Hale. He also jettisons the bombs, and crash-lands the plane in order to effect the hijacking of the weapons. Deakins is helped out by a squad of lackeys, including another traitor/soldier. The rest of the film focuses on Hale's attempts to stop Deakins and the terrorists, assisted by a female park ranger (played by Samantha Mathis).

- Second of a trilogy of films produced by Mark Gordon and written by Graham Yost. The others are Speed and Hard Rain.
- According to an interview with Premiere magazine, the original screenplay took place largely at night. Graham Yost was urged to change this as the film would have cost $150 million and if a member of the crew had fallen into a valley, he wouldn't have been found until morning.
- Terminator 2 writer William Wisher did an uncredited rewrite of the script.
- Halle Berry auditioned for the role of Terry Carmichael, but was turned down by the producers who told her that there are no black park rangers. In an interview with Michael Parkinson for the BBC, Berry recalled her anger and asked how the producers knew there were no black park rangers.
- The name of Harry Knowles' website "Ain't it Cool News" is derived from a line in this film.
- Gene Siskel, after his televised "Thumbs Up" review of Broken Arrow for Siskel and Ebert, decided that he agreed with the negative "Thumbs Down" assessment presented by his co-host, Roger Ebert, and declared that he was changing his evaluation to a "Thumbs Down." This is the only time Siskel did such an about-face on the program, changing his assessment of a film immediately after reviewing it.
- During the scene in which the Helicopter destroys the Park Ranger Truck there is an error in the movie, the gunshots from the helicopter come from the side of the truck, however during the explosion shot of the truck the bullet holes go up the front of the truck towards the back.
- A factual error is found in the film's name itself. In official United States military nuclear incident terminology, a PINNACLE - BROKEN ARROW is "an accidental event involving nuclear weapons or nuclear components but does not create the risk of nuclear war". The actual term for "the seizure, theft, or loss of a nuclear weapon or nuclear component" is PINNACLE - EMPTY QUIVER. However, when the term is used within the film it has not yet been established that the weapons are stolen, and it is assumed that the crash was due to pilot error.
- Another factual error occurred when the aircraft opened its bomb-bays whilst in stealth mode. The radar should have detected the aircraft when its interiors were exposed, as the stealth mode is only effective if the bomb-bay is closed.
