This Barnstar recognizes efforts made to expand and/or improve articles pertaining to any given country, so as to improve Wikipedia's coverage of the many aspects of any country.

The award may be given to anyone who works consistently on articles that regard any one country, in topics that may be as variable as geography, culture, notable people, politics or a combination of all of these. It would be preferable that the recipient, although not necessarily working on all the different topics, has shown a level of commitment to more than a few articles that concern the country, rather than just being a regular contributor of (or obsessed with) one single article.

This award is not intended for any particular country, and it may be given out to efforts in favor of any country. Neither the recipient nor the giver of the award need to be from the country for whose articles he or she is being recognized, and a person may receive the award more than once.

The issue of "national variants"

The Barnstar of National Merit was created after a discussion in which a consensus was reached concerning the award's scope. The original idea, as mentioned above, was for a country-centric award, but consensus established that this would not be workable for a wiki award, and so the focus, as said before, shifted for a general award, that could be given our for work in articles pertaining to any given country. Any user is free to develop country-centric awards, either inspired in the Barnstar of National Merit or not, but these are not to be mistaken for wiki awards in the precise definition of the term. That being the case, said variations cannot be listed in this page, neither can they be associated with the Barnstar of National Merit directly. The directive is to abide by the consensus that was reached after much discussions prior to the establishment of the Barnstar of National Merit.

The original idea for a country-related award was proposed by Redux on February 15, 2005 and was originally intended as an award for efforts in Brazil-related articles. Almost immediately after it was proposed, the focus of the project shifted from a Brazil-centric award to a general one, that could be given to efforts in favor of any country.

The first designs considered included a barnstar superposed by an image of the Earth, then a flag with the barnstar in the center, as well as a banner, also featuring a barnstar. Finally, it was decided that the award's appearance would evoke a medal. The analogy was that countries usually give out medal awards to people whose efforts are deemed significant to that country's people, culture, etc.

In that context, the use of the barnstar at the tip of a ribbon was a given, but the task of selecting a ribbon to which the barnstar would be "attached" was still at hand. The main concern was that the medal should not resemble or evoke any real award, to avoid any claims of demeaning said award. Because of that, Zscout370's first design, inspired in the U.S. Medal of Honor, was discarded, but he was able to immediately come up with an original design, with a more general ribbon, that did not resemble directly any particular award. The ribbon's color had already been decided to be blue, more specifically UN blue, so as not to evoke any particular country's national colors.

Finally, the name of the new award was chosen as Redux's suggestion: "The Barnstar of National Merit", where the word "national" would be adaptable, applying to any country for efforts in whose articles the award is being given.

The Barnstar of National Merit was officially introduced in the template board that lists all the existing Wiki awards on February 24, 2005. User:Zscout370 updated the design on 8 July 2005.
