There are a number of subtle but clear aspects of the article that suggest an overtly "pro-Czerwonka" point of view. Czerwonka's charges of voter fraud are simply stated without citing any counter argument. Phrases like "skunked," "outcry," and "dragged through the mud" are, at least in the context of this article, not in keeping with a professional, neutral, and detached tone appropriate for a reference article.
Louisville Kentucky is a socially and politically segregated city. Czerwonka was seeking to win an election against a black incumbent in a black district. The strong black vote worked against him not fraud.
