Garibaldi arrives on Mars to meet his new employer.

- Lise's husband, William Edgar's is working against Clark in his own way, and he sees Sheridan as a problem that might force Clark to act before he's ready.
- In order to prove his loyalty to Edgars, Garibaldi must turn Sheridan over to Clark.

The title comes from Aristotle's definition of happiness: "The Exercise of Vital Powers along lines of excellence in a life affording them scope.".
There was an alternative script for "The Exercise of Vital Powers" containing a Londo/G’Kar seduction scene, written in as an elaborate practical joke on the actors.
