James H. Price

James Hubert Price (1878 - 1943) was an American politician. Price was a Richmond, Virginia attorney and businessman. He served as the Governor of Virginia from 1938 to 1942 having already served as Lieutenant Governor.
As governor, he implemented the Social Security Act, solicited federal funds for urban development, and advocated the inclusion of African Americans in the U.S. military.
