Legacy was the sixth episode of the fourth season of Star Trek: The Next Generation. The Enterprise meets Ishara, Tasha Yar's sister.
The bridge crew trusts her at once but at the end it comes out that Ishara is a traitor. She intended on using the Enterprise's abilities to help her cadre decisively defeat the other cadre, the two remaining ruling forces on Turkana IV.
Turkana IV was a Federation colony which suffered governance problems toward the middle of the 24th century. The government, attempting to retain control, employed gangs known as cadres, but those gangs amalgamated into two dominant cadres even as they disposed of what was left of the Turkanan government. The society degenerated into chaos, with rape gangs among other problems, although they seemed to have restored some kind of order before 2367. In the Yar family, Natasha Yar escaped the planet, while Ishara Yar remained and joined a cadre.
Cadre members had implants that would explode on attempt to remove. They lit up when members of the opposing cadre were in the vicinity. The two cadres controlled discrete portions of the underground cities, and competed by raiding each other, seeking total control.
Neither side maintains relations with the Federation, and it is not known if they engage in trade with any species off their planet, seeking a superior technology over the other. The Enterprise makes a visit to rescue the survivors of a crashed ship.

- This was episode 80 of TNG and was noted for being the episode in which Star Trek: The Next Generation surpassed Star Trek: The Original Series number of 79 episodes. At the beginning of the episode, it is mentioned that the Enterprise had passed the planet Camus II, which had been featured in Turnabout Intruder - the 79th episode of the original series.
