Russell, from New Bern, Kansas, first meets Jake, Heather, Johnston, and Dale at the Black Jack Fairgrounds in episode 13 "Black Jack". In "Winter's End", he comes to Jericho with New Bern sheriff, Constantino, to deliver a new windmill and make a deal with Jericho's mayor for more...
Russell is played by David Meunier.

Phil Constantino is a the sheriff of New Bern, Kansas and is currently their town manager, according to episode "Black Jack".

[edit] Ridley Cooper
Ridley Cooper is a Deputy Sheriff in Jericho. Ridley was originally going to drive to Denver in "Four Horsemen" but was replaced by the depressed and traumatizef Shep Cale. Originally wanted to leave town due to the Food Shortage buy changed his mind after the Fake Marines arrived telling them there would soon be food.
Ridley Cooper is played by Jason Collins
[edit] Dr. Kenchy Dhuwalia
Originally sent to Rogue River to help the sick there until Ravenwood came. He remained the only doctor in the hospital desperately trying to save patients. He returned to Jericho with Jake and Eric to save Mayor Green. Currently Kenchy spends most of his time drinking at Mary's bar much to her pity. At Jake's insistence, Dr. Dhuwalia helped save Jonah Prowse by treating his arm and giving him pain killers.
In "Winter's End" Dhuwalia has to operate on April Green. Although he fails to save April or her unborn child, he later takes on the duty of doctor at the clinic.
Kenchy Dhuwalia is played by Aasif Mandvi.

Samuel is Hawkins' young 8 year old son.
He is played by Sterling Ardrey.
[edit] Sean Henthorn
Sean leads a trio of trouble making teens who give Dale a hard time. First he breaks a window in Gracie's store. Then, he and his friends are given a gold watch by Mimi to break in and steal some pesticide for Stanley. This leads to Sean joining up with Mitchell Cafferty's gang with Dale until they both get busted. He tries to take advantage of Dale's inheritance of the grocery store getting into a fight with Dale. Bonnie stops Sean and he begins to hit on her. At the end of "Vox Populi" he and Bonnie meet up at night and they both drive off together in Bonnie's truck.
Sean Henthorn is played by Shiloh Fernandez.
[edit] Lisa Whalley
Lisa is Skylar's best friend. However, when Skylar starts being nice to Dale, it makes Lisa mad and critical of Skylar.
She is played by Kristen Rodriguez.

Jessica is one of the refugees who came to Jericho. A third-year med student, she volunteers her services at the Medical Clinic to avoid having to stay at the refugee center. She has proven to be a much more reliable doctor than Kenchy.
She is played by Erica Tazel.

[edit] Mitchell Cafferty
Mitchell (Mitch) is one of Jake Green's former friends. Years ago he, Jake, and Emily's brother Chris Sullivan were involved in an attempted armed robbery. They were ordered to commit the crime by Jonah Prowse, but it did not go well and Chris was shot in the head. Mitchell was sent to jail, but Jake fled from Jericho, a fact Mitchell deeply resents.
Two weeks after the attacks Mitchell reappeared in Jericho, causing trouble. He worked for Jonah, now the leader of a band of survivalists. In "Red Flag", Mitchell questioned Jonah's leadership after Jonah ordered his men not to shoot at Emily as she drove the generator out of their compound. Mitchell was responsible for killing Gracie. Mitchell was apparently killed by Dale Turner in "Vox Populi".
Mitchell Cafferty was played by Clayne Crawford.
[edit] Shep Cale
Shep is a salt miner who is a friend to many of the town's citizens. He confesses to being involved in the death of Heather's friend Scott by not helping him when he had a heart attack.
Later it is discovered that an ailing Victor Miller took Shep's car and drove it back to Jericho, looking for help. Despite Victor's claims that he found it abandoned, Shep is still unaccounted for. He is most likely dead as his farewell message suggested: "tell the family I'm sorry" although this is by no means sure.
Shep Cale is played by Vic Polizos.
[edit] Chief Carol
Chief Carol is the Fire Chief in Jericho. He was the second person who met Robert Hawkins. Throughout the episode he played a major role in calming the town down. He found Hawkins very helpful in the way that he told Carol to put up emergency lights to iluminate the darkened Main Street. He helped break up a fight at Merthey's Gas Station. In Federal Response it is mentioned by Former Mayor Green that Chief Carol went to Denver to assist in a possible relief effort.

[edit] Sheriff Dawes
Sheriff Dawes is Jericho's chief law enforcer. He was murdered by an escaped convict while investigating the crash of what turned out to be a prison bus. He was the first person in Jericho to meet Robert Hawkins, shooing him away when Hawkins suggested covering up the words "JERICHO SHERIFF" on the sides of the patrol cars. The last person Dawes spoke with was Deputy Taylor on the radio.

[edit] Goetz
The leader of the Ravenwood mercenaries. Jake and Eric first encounter Goetz at the Fillmore County Hospital in "Rogue River". Goetz and his men follow Jake and Eric back to Jericho, after finding Eric's ID (which he left behind in Rogue River), with the hope of forcing Jericho into surrendering supplies and fuel. In the next episode "Crossroads", Goetz and Jake face off on the bridge leading into town, with Goetz eventually capitulating and leading his men away with the ominous threat: "You know, things are gonna get back to normal someday. The government will put itself back together. They'll want to help all you get back on your feet. And you know who they're gonna send to help you? Me."

[edit] Victor Miller
A survivor of the Denver attack, Victor is found by Jake trying to break into a pharmacy. He later died of radiation sickness, but not before revealing a mysterious relationship with Robert Hawkins.
Victor Miller is played by Adam Donshik.
[edit] Randy Payton
One of the Ravenwood employed mercenaries in Rogue River, he is the sole guard at the Fillmore County Hospital. He assists Jake and Eric in obtaining medicine from the doctor and escaping. He is presumed dead, last seen firing at the returned Ravenwood men.
Theo Rossi portrays Randy Payton.

Riley is a deputy sheriff who was killed by escaped convicts in the series premiere. He was quite concerned about radiation and the blast being an attack. While in his patrol car he is fixated on the readings from a Geiger counter. Riley is portrayed by Robert C. Koch
