Strictly, etiquette traces its practice to eastern European traditions. The term semi-formal for men means a good quality dark suit including a tie of same tint, white shirt, dark socks, and black shoes for sure. For women: Ballet or cocktail-length dress in nice fabric such as crepe, silk, or brocade; a dressy suit or, if necessary, a long dress/skirt. Accessories can include a small cocktail bag that is beaded or made of silk, satin, or brocade and sandals or pumps.

The term is often colloquially used to refer to Informal attire. These items include a white colored button-down shirt with a sports jacket or three button coat. Then a tie, which is usually black. The pants almost always match the color of the jacket. The shoes, are simple dress shoes.
In the United States, it usually indicates a level of dress between Business casual and Black Tie. Most people would assume semi-formal events to require a jacket and tie, but men can usually get away with a collared dress shirt without jacket or tie, especially in less formal circles.
A woman might wear a tea-length dress or skirt and blouse.
