You are only partially correct on one account, that was my mistake because I didn't check the nikkud, for the word Heyl (should be Heil, but not Kheil anyway). All other transliterations you have given are incorrect. I will address each one separately.
On H vs KH vs CH for het (ח): KH is a modern transliteration not in line with the way het is supposed to be pronounced - like Arabic ha. I can't explain it easily in words, but consider the way Yemenite (Teymanim) say the letter. It is not supposed to be pronounced like the KH sound (like Russian X - by your name I'm assuming you speak Russian). The Hebrew letter khaf represents the KH sound and was always pronounced as such. Where you see KH used for het (Khaki, Kazakhstan, Khaled), it's because those are non-Hebrew words where it was decided to use het instead of khaf for misc. reasons (mainly because using khaf in the beginning of the word would give the impression that it was kaf and thus sounds like K). These are also modern loanwords, and Kazakhstan can also be spelled קזכסטן, although the usage is deprecated. In the case of Khaled, the Arabic letter used is h`a, which is always represented as ח' in Hebrew (should be ח'אלד), but modern transliterations often take off the '. Consider the frequent Arabic word in locations: Khirbat. It is spelled ח'ירבת in Hebrew, again representing the letter خ.
The Hebrew word חיים (life) is correctly transliterated as hayim, or hayyim if you take the dagesh into account (let's not, because then it would be HaMmishtara, etc.). That is because the yud in this word has the hirik and it's not a vowel (em kri'a). On the other hand, צבאי should be tzva'i and not tzvayi because in this case the yud is a vowel, and the alef is the letter which has the hirik. Same deal with modi'in, etc. Also the name חיים will usually be spelled Chaim, because it is the most well-known variant for most notable people.
For Ramatkal vs. RAMATKAL, it was agreed unanimously by numerous Hebrew editors of Wikipedia a while ago to use lowercase on Hebrew abbreviations, because there's no good reason to use all-caps and tons of Hebrew abbreviation exist in everyday writing, and you wouldn't write Zalman SHAZAR, SHIFTZUR, MASH'AZ, SHAI Agnon, etc. all the time. It was also agreed on that there's no need for an apostrophe after the article Ha (the). There were several proposals, including incorporating it into the word (Hamishtara), using a hyphen (Ha-mishtara), and CamelCase (HaMishtara), which is the most widely used variant currently. The apostrophe variant was not brought up IIRC and indeed it does not seem right. If you feel that I am wrong, you can bring it up at the naming conventions talk page.
About the use of the latter H in the end for Hebrew he - this has also been discussed and it should not be used. The he at the end of most Hebrew words is not meant to be read, except word with a mapik, and most people won't know when there's a mapik, so the ending he can safely be dropped.
Please understand that several million users edit Wikipedia, probably hundreds or thousands from Israel, and not everyone can choose to transliterate Hebrew as they see fit. There need to be conventions, and much discussion has already taken place. All the issues have been decisively resolved thus far, except the H vs CH for het issue. A user has in the past proposed KH for het, although this cannot be used as it is phonetically incorrect, therefore no matter how many users propose it, it will not be used. H or CH are both options however.
About image license tagging - you must tag each image you upload with a proper licence tag - for example, {{logo}}. If you don't do this, a bot will tag your images for deletion. I have already added tags for all the IDF images you uploaded.

Adding more to my reply, there is also a rule on Wikipedia (see WP:NC) to always use the official/common English name for foreign words even if it means forgoing correct transliteration. This applies to names like Chaim, but also to words like Givati Brigade, which should not be Giv'ati even though that would be a more accurate transliteration. -- Ynhockey (Talk) 18:33, 25 December 2006 (UTC)
