In UNSC Resolution 1284, the United Nations Security Council decided to establish, as a subsidiary body of the Council, the United Nations Monitoring, Verification and Inspection Commission (UNMOVIC). The resolution was largely drafted by British civil servant Carne Ross, and was adopted by the Council on 17 December 1999. The resolution passed 11-0-4 (Russia, France, China and Malaysia abstained). UNMOVIC will replace the United Nations Special Commission on Iraq.
