Improve Wikipedia's coverage of terrorist attacks and the responses to them.
Improve coverage of the background to terrorist attacks, i.e the reasons behind them.
Improve coverage of the law [individual jurisdictions as well as international] pertaining to terrorism and counter-terrorism.
