There are 230 nations for which we need to write a combination of "Nation at the Olympics" and possibly "Nation at the Summer Olympics" and maybe "Nation at the Winter Olympics" articles.
I want to get these articles created at "start level" instead of as just stubs, so here is what I think they need to contain:
- standard infobox
- brief intro, with mention of first appearance and any subsequent boycotts etc.
- mention of the NOC
- mention of hosted Games, if any
- mention of predecessor/successor nations, if any (e.g. Germany, USSR, Yugoslavia, etc.)
- number of competitors and sports participated per Games (this data is not currently available so will be added later)
- table of medals won per-Games and per-sport
- list of medalists
Not surprisingly, a "one size fits all" approach is inappropriate (compare the Olympic history of the United States to Kiribati, for example...). For some nations (USA, URS, etc.), a list of all medalists is impractical, so I would suggest a list of notable medalists instead (for example, multiple winners). For nations that have never won any medals, I think it is best to exclude the tables, as they would just be a large list of zeroes and not really contribute anything.
As for which articles are created, we have three choices:
- Some nations have rich histories for both Summer and Winter Games, so I will create both articles, with the "...at the Olympics" article serving as a disambiguation page.
- Some nations have long histories at the Summer Games, but not so much for the Winter Games (e.g. a handful of appearances with a very small number of competitors each time), so I will combine everything into a single "...at the Olympics" article. Redirects will be created from the Summer and Winter links.
- Some nations have never been to the Winter Games, so they will only have a single "...at the Olympics" article and a single redirect from the "... at the Summer Olympics" link.

These nations have never participated in the Winter Games. I believe that the main summary article should be "Nation at the Olympics", with a redirect from "Nation at the Summer Olympics". In every case except CUB, the full list of all medalists is a manageable number that can be included in the article.

These nations have never won a single medal from any Games. These are lower priority to complete, as they will be little more than stub contents and will not be linked from any "Sport at the Olympics" page (in all-time medal tables, for example). To be honest, in many if not all cases, I don't think these articles are necessary, even for "completeness" sake.
