レイモンド・ガーソフ（Raymond L. Garthoff）は、アメリカ合衆国の歴史学者、外交官。冷戦期の米ソ関係、ソ連の軍事戦略が専門。現在ブルッキング研究所客員研究員。
プリンストン大学卒業後、イェール大学で修士号と博士号を取得。国務省では政治・軍事問題を担当し、ブルガリア駐在アメリカ大使、1969年から1973年までSALT・ABM条約交渉のアメリカ代表団に参加したほか、アメリカ中央情報局勤務など豊富な実務経験を持つ。
