[edit] Background
Time Crisis: Project Titan was developed by a third-party located in U.S.A. and was published by Namco as a PlayStation-only title (unlike other Time Crisis games that were released for the arcade first). While the gameplay mirrors the style of the first Time Crisis, Project Titan adds the ability to utilize multiple hiding positions during boss battles by shooting yellow arrows at certain areas while the player is hiding.

The president of Caruba has been assassinated. Richard Miller, VSSE's 'One-Man-Army', has been implicated in the crime. VSSE can only protect Miller for 48 hours before the agency is forced to turn their ace to the Caruban authorities. During this time, VSSE cannot provide Miller with any assistance, but can only provide one lead—a VSSE agent named Abacus has information Miller needs to process his name-clearing spree. Abacus is currently located at a yacht owned by the criminal organization Kantaris. VSSE leaves Miller with the yacht's coordinates before the agency leaves Miller on his own. Unless Miller can clear his name within the 48-hour block, the covert agency will have no choice but to disregard the work Richard completed as a VSSE agent.

As Kantaris watches the sea through her office in her yacht, Zeus brings in Marissa Soleil before Kantaris. Kantaris informs Marissa about e-mails that she (Kantaris) intercepted and was not happy when she found vulnerable information. Bertrand then holds Soleil captive to prevent the truth from spilling. Shortly, Richard boards the yacht of Kantaris via parachute, only to be confronted by the Kantaris yacht employees. Richard moves through the yacht in search of Marissa but had to confront a chef who attacks him using chef knives.
After defeating the chef, Richard continues through the inside of the yacht, where he finally comes face to face with Zeus Bertrand, Kantaris' most trusted officer. Richard defeats Zeus and locates the room inside which Marissa is being held. As Marissa reveals Richard her VSSE code name of Abacus, Soleil informs that Ricardo Blanco (a master of disguise) was the one who assassinated the Caruban president whilst disguised as Richard Miller. As the ship self-destructs, Marissa promises to help Richard in clearing his name and Richard then heads for Caruba to find Blanco and bring him to justice. When Abacus and Miller escaped by helicopter, Kantaris informs Miller that she hasn't seen the last of him.

Immediately after arriving at Caruba, Richard finds the airport full of Caruban soldiers and Blanco's men. After fighting his way through the airport, he escapes through the lobby and jumps into a taxi waiting outside. The driver tells Richard that he is a friend of Marissa, and that he will take Richard to Blanco's mansion.
Although Blanco's mansion was heavily guarded, Miller was able to slip through security to make his way through the rear annex of the building. In the mansion's garden, Blanco appears and scoffs at Richard's efforts. In the ensuing gunfight, Blanco is incapacitated by gunshot wounds the the shoulder and leg, and attempts to limp away to a helicopter. However, instead of rescuing Blanco, Wild Dog, his left arm replaced by a minigun, appears and guns him down, uttering the line "You're next Miller!" Mortally wounded, Blanco tells Miller to travel to Rio Oro and find Wild Dog's laboratory.
[edit] The surprise at Rio Oro
Arriving at Rio Oro via speedboat, Richard enters Wild Dog's complex and fights his way through hordes of Wild Dog troopers. Eventually, Wild Dog appears and introduces Richard to his 'new toy', a powerful battle-tank, accompanied by several ninjas. While the octo-tank was a formidable opponent, Miller managed to destroy the tank with his spectacular judgment skills.
Richard moves onward until he hears something moving from round the corner. Readying his weapon, he darts out of cover but finds his own gun pointed at Xavier Serrano, Caruban president, and Seranno's gun pointed at him. Richard's eyes widen as he looks at a man that he thought was dead, as Serrano reveals that he wasn't killed, but Ricardo instead delivered him to Wild Dog alive, and that he was forced to supply the villain with titanium in exchange for his life. Having slipped through the fingers of his captors, Serrano was attempting to escape Rio Oro to expose Wild Dog's plot. Serrano does not know why Wild Dog wants the titanium, but he does know where Wild Dog is taking it and that his plan is called "Project Titan". Serrano informs Richard that he (Serrano) will report Project Titan to the VSSE to clear Richard's name. But Serrano orders Miller to thwart Wild Dog and Project Titan in the meanwhile.
[edit] The final confrontation
Richard enters the castle and is immediately confronted by Wild Dog's soldiers. He fends them all off and proceeds deeper into the castle, before arriving in the main courtyard. He faces off with even more of Wild Dog's men, all of them hell bent on avenging their comrades who fell on Sercia. Richard defeats them but then he encounters twin enemies introduced by Wild Dog: titanium robots—troopers mentioned by Serrano before Richard boarded to Wild Dog's headquarters. The titanium robot twins were fast and resilient, but in spite of their speed, Richard stood victorious.
Upon defeating the titans, Richard heads up to the top of the castle, where he confronts Wild Dog. Another huge battle erupts between Richard and Wild Dog, but Wild Dog retreats before Richard can kill him. As a last resort, Wild Dog reveals an army of Titans hidden inside the castle and boards a helicopter to make his escape. However, Richard is able to damage the helicopter with two well-placed shots, and it falls back down into the castle, causing an explosion that detroys the army of Titans and (presumably) kills Wild Dog. Project Titan has been destroyed.

With Richard's name cleared and Project Titan destroyed, Serrano and Soleil have accomplished a tough task of clearing a VSSE agent's name, though Serrano wanted to know why Miller was not able to show up for a ceremony. Soleil stated that Richard was busy, and Richard then drove away as the sun goes down...

- The multi-hiding system in this game was refined in Time Crisis 4 (See Time Crisis 4).
- If the player is able to hit thirty enemies (twenty in Easy Mode) successively without missing or getting hit or if the player hits a certain area of the screen at different battle points, an extra life is rewarded. The only other game that gave extra lives was Time Crisis, which conducting 40 hits without missing did the same thing.
