Saraj (Macedonian: Сарај) is one of 10 municipalities of Skopje, the capital of the Republic of Macedonia. Saraj is also the name of the village where the municipal seat is found.

The municipality borders Jegunovce municipality in the north-west, Želino municipality in the south-west, Sopište municipality in the south, Karpoš municipality and Gorče Petrov municipality in the east, and Serbia (Kosovo) in the north.

According to the last National census from 2002 this municipality has 35,408 inhabitants.
Ethnic groups in the municipality include:
- Albanians = 32,408
- Macedonians = 1,377
- Bosniaks = 1,120
- others.
