Graem "Gray" Bauer is a fictional character played by Paul McCrane, who first appeared in Episode 19 of the fifth season of the television program 24. Graem was introduced as the leader of a group that orchestrated the Sentox Nerve Gas conspiracy, as well as the murders of David Palmer and Michelle Dessler, as well as the attempted murders of Chloe O'Brian and Tony Almeida. It is revealed on Episode 5 of Day 6 that he and Jack Bauer are brothers.

Not much is revealed about Graem, and the only personal information he shares is that he has children. His organization conceived the Sentox plan eighteen months prior to Day 5, when a low-level associate, James Nathanson, recruited White House Chief of Staff Walt Cummings for the plot. They had apparently planned on using Cummings as a scapegoat, designed to draw suspicion away from themselves, President Charles Logan, and Christopher Henderson in the event that things went wrong. The plot did indeed go wrong, as in due course, Cummings was compromised, Nathanson was killed by the terrorists for "betraying" them, and Henderson and Logan's involvement was discovered by Jack Bauer. However, Graem and his associates were safely insulated from the CTU investigation and from terrorist reprisal.

When Logan calls, Graem informs him that the First Lady, Charles' wife Martha Logan, is starting to become a problem. He wishes to deal with her, but the President says that he will handle it. When talking to his allies later in the episode, he states "...when we started this eighteen months ago..." Since Day 5 took place eighteen months after Day 4, this implies that their involvement began in the aftermath of the events of Day Four. He makes sure that his allies are willing to continue with this operation, despite the bumps in the road. When the President calls again, Graem tells him that he must make sure Martha Logan remains silent. He also congratulates the President on being able to handle the increasing suspicion while they watched from the sidelines, and "earning" their trust. When he learns that Jack Bauer takes over the plane and has the evidence around 3:00 a.m., he orders the President to shoot it down as a last ditch effort to prevent the evidence from being released.

The plane ultimately lands safely and even though Logan claimed the U.S. Marines would apprehend Jack Bauer when the plane landed, Jack escaped. Graem and Logan both agree that Logan must kill himself rather than subject the country to the scandal of a sitting president being charged for murder and treason. However, Graem learns shortly thereafter that Logan's suicide became unnecessary when the tape which implicated Logan was unexpectedly eliminated.

Although Logan is eventually exposed and arrested, Graem appears to be unaffected, due partially to the fact that Jack Bauer was abducted by the Chinese before Graem could go after him. However, Graem expresses relief when he learns that Henderson was killed, probably because there is now one less person who could expose him. His fate, as well as Logan's to a lesser extent, is a cliffhanger that is addressed in Season 6.

Graem's motivations, to create a smoking gun in Central Asia allowing the United States to increase their military force and secure a flow of oil from the region, are similar to those of Peter Kingsley and Max during Day 2, which also involved oil reserves and businesslike motives. It is possible that Graem is a high-powered defense contractor (which is confirmed in Day 6 to be BXJ Technologies), as he desired for a war to start in Central Asia. Another similarity is that at the end of the day, Graem and his associates remain at large (although, Jack Bauer does apprehend and kill Max in 24:The Game). As such, Graem and the other members of the conspiracy are not "terrorists", but "conspirators" whose actions slid against the key protagonists of the show.

Graem's true identity is revealed in Episode 5 to be Graem Bauer, Jack's brother. Graem is married; he and his wife, Marilyn, have a son, Joshua. He is shown to be in contact with the man who sold technology to Abu Fayed. Graem also leaks the fact he had a hand in letting the Chinese know Jack was still alive during Day 5. During episode 5, a discussion between Graem and his wife implies that the falling out between the brothers and their father was, in part, due to romantic feelings between Graem's wife and Jack. It is also speculated based on both the son's appearance and meaningful looks between Graem's wife and Jack that Graem's son is actually a product of that affair.

Later, Jack comes to Graem's house to inquire about where their father is, though Graem claims he doesn't know. Graem leads Jack into his home office, and tries to make conversation with Jack. Jack makes it clear that he has no interest in hearing Graem's stories, suddenly punches Graem and binds him to a chair with an electrical cord ripped from a lamp. Jack puts a plastic bag over his brother's head.

Jack continues torturing Graem until Graem relents that he does know where their father is. Graem reveals Darren McCarthy's involvement in the nuclear attack that happened earlier, both brothers head to McCarthy's office to locate their father and any additional information on the nukes. When they find Phillip Bauer, Graem betrays both his father and brother by ordering his men to apprehend both of them, and to kill the CTU agents sent to back up Jack (with implications that Graem may be more directly responsible for the attacks than originally believed). Graem is then seen driving off on his own with his brother and father being loaded into a van by his men, presumably to be executed.

During Episode 7, Jack and his father escape from Graem's men, and return to Graem's house where Jack captures and begins to interrogate his brother. After being tortured with hyoscine-pentothal, Graem reveals to Jack nothing about McCarthy's location—but instead that he was the mastermind behind the plot of Season 5, including the murders of David Palmer, Tony Almeida, and Michelle Dessler. Jack was deeply startled by this revelation and then angrily knocks over Graem, threatening to kill his brother. He only stopped when he saw his father peering into the room, and closed off the interrogation. Later, Phillip, alone in a room with Graem, reveals that he has been plotting with Graem all along, and presumably was directing Graem's actions in Season 5. They agree that the plan has gone well so far—with Graem resisting Jack's interrogation, and not revealing any information that would help him find McCarthy, thus implicating their company. However, Graem did disclose his involvement in the events of Day 5, leading Phillip to declare that he does not trust Graem not to reveal any more information, and overdoses him on the interrogator's drugs. Phillip then cups his hand over Graem's mouth as Graem goes into cardiac arrest, and calls in the CTU agents only once his son is dead, saying he suffered a seizure from the interrogation.
