H. M. Woggle-bug T. E.

The Wogglebug is a character in the Oz books by L. Frank Baum. He first appears in the book The Marvelous Land of Oz. H.M. stands for Highly Magnified, and T.E. for Thoroughly Educated.
The Wogglebug was once a regular bookworm, who lived in a schoolhouse, and would listen in on the lessons. One day the teacher caught him after he had chewed through the encyclopedia from cover to cover, and decided to use him for an impromptu lesson on wogglebugs. His magnified image was projected on the wall, and he has remained magnified ever since.
The Wogglebug is very proud of his education. He founded and runs the Oz College of Arts and Athletics. He also invented knowledge pills that give a student knowledge without having to attend lessons, so that the student's time can be applied to Athletic pursuits.
He is known for using, to the dismay of his companions, colorful puns relating to his immediate situation.
In illustrations he is often depicted wearing bright colors and several pairs of glasses on his elongated proboscis.
