王璽尚書

王璽尚書(Lord Privy Seal, Lord Keeper of the Privy Seal)とは、イングランド時代から続くイギリス政府の伝統的官職の名前である。イギリスの国璽・国王の御璽の管理の他、それに関連する行政事務を司る。現在、王璽尚書はイギリスの内閣の閣僚である。

元来は「Privy Seal」の名前のとおり君主の私的な印章を管理する役職であった。その当時は国璽(The Great Seal of State)は主に大法官が兼任する国璽尚書が管理していた。だが後の「大法官の権限削減」の流れの中で、1873年からは国璽・御璽の管理についても王璽尚書が行っている。

現在の王璽尚書はイギリス政府で最も古い役職の1つではあるが特別な機能を持っておらず、無任所大臣のように扱われる。その閑職振りのため、エドワード・ヒースはアーネスト・ベヴィンから「王璽尚書(Lord Privy Seal)は、有力者(lord)でもトイレ(privy)でもなければアザラシ(seal)でもない役職(the office holder is neither a lord, nor a privy, nor a seal.)」と酷評されている。だが閑職といっても軽んじられるわけでもなく、「主要閣僚(Great Officer of State)」としての序列は「王室執事長(Lord High Steward)」「大法官(Lord High Chancellor)」「大蔵卿(Lord High Treasurer)」「枢密院議長(Lord President of the Council)」に次ぐ5番目である。また近年は枢密院議長と対になって貴族院または庶民院の院内総務の役割を担うことが多い。

マーガレット・サッチャー首相の任期の終わり頃から、王璽尚書はしばしば貴族院議長か庶民院議長が任命されている。
