The population sorting link gives a cycle of all four orders, because the largest number, and the number which is alphabetically the first, are both in scientific notation, while the smallest number, and the number which is alphabetically the last, are both not in scientific notation:

There is a cycle of numeric sorting only if the largest and smallest value are not in scientific notation. We have the following cases:
- We enter this cycle directly if in addition the value in the originally first row is not in scientific notation.
- We enter this cycle after two steps if the value in the originally first row is in scientific notation, and the alphabetically first number is not.
- We enter this cycle after three steps if the value in the originally first row is in scientific notation, and the alphabetically first number also , but the alphabetically last number is not.
- We do not enter this cycle at all if the value in the originally first row is in scientific notation, and the alphabetically first number also , but the alphabetically last number also.
To force numeric sorting we can add two dummy rows with numbers not in scientific notation, of which one row is at the beginning and contains in each column a value less than all other values in that column, and the other row contains in each column a value greater than all other values in that column.
