Pelipper (ペリッパー Perippā?) is one of the 493 fictional species of Pokémon from the Pokémon Franchise - a series of video games, anime, manga, books, trading cards and other media created by Satoshi Tajiri.
The name Pelipper is a portmanteau of pelican and flipper, skipper (the person who has command of a boat or ship), or propeller.

[edit] Biological characteristics
It is a large winged bird that is usually found by or over oceans or other large bodies of water. It builds its nest on high cliffs facing the sea, and is able to rest on top of waves to regain energy.
Pelipper skims the tops of waves while it hunts for its prey, which are typically fish Pokémon. When Pelipper spots its prey, it dips its large beak into the water and scoops it up. It then proceeds to swallow it whole.
Pelipper also carries the eggs of its Wingull offspring inside its beak before and after they hatch. This provides the offspring with protection and, after they hatch, nourishment from the hunted food.
Pelipper's design is based on the pelican.

In Pokémon Ruby, Sapphire, and Emerald, wild Pelipper can be found on almost every sea route when Surfing. It can also be evolved from Wingull at LV 25.
Its type combination, Water/Flying, makes it quadrupally succeptible to electric attacks. It is also weak against rock type attacks, but since it is part water this weakness can be easily taken care of. It can learn powerful moves from TMs and HMs, like Ice Beam, Water Pulse, and the trademark water attack Surf.
Pelipper's stats are mostly average, with its attack stat being dismal. Its defences are above average. It is interesting to note that its speed is much lower than Wingull's (compare with Murkrow and Donkarasu).
This Pokémon doesn't learn many useful moves normally, but the use of TMs and HMs can make it more versatile. It has potential to be a strong Pokémon for short battles, used for heavy damage with a Surf or a Hydro Pump. Its best asset is its high Defense stat: When combined with Protect to completely negate damage for one turn, it can be an effective wall. Also, it can learn Shock Wave, allowing it to make strong and accurate electrical attacks.
In The Mystery Dungeon Pokemon games, Pelipper plays a major role, acting as the mailman to the players rescue force and delivering them missions. At some points in the game this Pelipper even shows a bit of its personality, something missing from other canons.
It is one of a few Pokemon that can learn the HM Moves Fly and Surf, making it a perfect Pokemon for both traveling waterways and flying from town to town.

In the Pokémon anime Episode 286, You Said a Mouthful!, a bogus gym leader, Anthony, enables his Pelipper to use Fire, Electric, and Grass-type attacks by hiding a Bellsprout, Magby, and Magnemite in its large beak. His dishonest ways are revealed when Team Rocket attempts to steal the Pelipper.
Later, in Episode 361, Sky High Gym Battle!, Ash Ketchum's Pikachu battles Fortree City Gym Leader Winona's Pelipper. The Pelipper at first seems to be immune to Pikachu's Electric attacks, but it is later revealed that it was using Steel Wing to discharge the electricity into metal rafters below the battlefield.
In Pokémon Chronicles, a Pelipper delivers Misty's mail.
