Richard Woolsey is a fictional character on the television series Stargate SG-1 and Stargate Atlantis, played by Robert Picardo.
He was a member of the NID, and was brought in to examine command decisions made at Stargate Command. According to Samantha Carter's contact at the NID, Malcolm Barrett, Woolsey is "as smart as they come". He has an M.B.A. and a LL.B. from Harvard. He is now a member of the International Oversight Advisory (IOA) committee and, according to General Landry, he is at Stargate Command (SGC) every other week.[1]
Woolsey once prepared a memo on the economics of the Stargate program. He concluded that the price of a rescue mission cost taxpayers 27 million dollars, and that in his opinion classified military operations require civilian oversight.
Prior to taking his position in the NID, he was lead counsel for the Army Corps of Engineers and later sat on the Defense Policy Board. He resigned after it was discovered he had ties to a large corporation which had received $800 million in private contracts by The Pentagon.
While his attitude toward the SGC is generally one of animosity, he has great respect for truth and responsibility, and tries to do what he genuinely believes is right. As such, he is unusually well-meaning for an NID member, as the organization was usually portrayed as rampantly corrupt until it broke away from its former leadership, the Trust.
Following the death of Janet Fraiser, Woolsey was brought in by Senator Kinsey to examine the command decision to rescue SG-13. He considered it an attempted rescue, because there were several casualties. He was aggressive while conducting his investigation, threatening SGC personnel with court-martial if they didn't cooperate.[2]
At the request of the Senator, he brought his report to President Hayes. He came to realize Kinsey's ambitions, and presented incriminating evidence against Kinsey, supplied by General Hammond, directly to the president. This information was later used to force Kinsey into resigning.[3]
Woolsey later returned, and encouraged the SGC to take a great risk concerning the Goa'uld-human-Ancient hybrid Khalek (which Anubis created). SG-1 had captured Khalek on an off-world mission and Woolsey felt that, despite the risk, they had to continue to study the being in order to obtain information from him and learn more about the process leading up to Ascension. When the studies became dangerous, resulting in the death and injury of many members of the SGC, Woolsey acknowledged his own error and pleaded for forgiveness from Daniel Jackson and the other members of SG-1.[4]
At some point, Woolsey was appointed to be the US's representative on the IOA. This group was escorted on a tour of the Gamma Site for the benefit of the IOA. When the mission went horribly awry and the Gamma Site was destroyed he, and the other IOA members, were escorted by SG-1 until their rescue by the Odyssey. Despite his panic and occasional incorrect orders during the mission, he expressed gratitude to both SG-1 and the crew of the Odyssey for his survival and the survival of the other IOA members. He commented, "It was an eye-opening experience."[5]
Faced with the combined threat of the Ori and the Wraith, Woolsey tells General Landry, and later Dr. Weir, that the IOA is considering bringing the Atlantis ZPM to Earth to power the Ancient defense platform in Antarctica.[6] He is also part of an IOA panel that recalled Dr. Weir to Earth[1] to explain her failed alliance with the Wraith.[7] He genuinely respects Weir and attempts to defend her actions, but must defer to his IOA colleagues. The IOA dispatched him to Atlantis to evaluate Weir's ability to command. While evaluating Weir's abilities, he made a rather poor impression on the expedition members (Lt. Col Sheppard expressed a strong desire to knock Woolsey on the head). However, he ultimately sides with Weir by sending the IOA a report modified to favor Weir and keep her in command of Atlantis. When live Ancients were found and reclaimed control of Atlantis, Woolsey and General O'Neill were sent to negotiate with them. Woolsey and O'Neill were allowed to stay as liaisons with the Ancients, and both were trapped when the Asurans took control of the city. They are eventually rescued by members of the former Atlantis expedition, although Woosley expressed frustration that he'd been duped as a part of the rescue plan.[9]
When Daniel Jackson was discovered to be a Prior of the Ori, Woolsey, remembering the Khalek incident, decided that Jackson was too dangerous to be allowed to live. Generals O'Neill and Landry argued against this course of action, saying that they could still put him in stasis. When the stasis pod was ready, Woolsey went to confront Jackson, saying what would happen. At that moment, however, Daniel overcame the Anti-Prior device, and interferred with the transporters. He also levitated Woolsey from the ground, but used the transporters to beam Woolsey to Stargate Command.[10]
